In order to implement the environmental protection law of the people's Republic of China and the energy conservation law of the people's Republic of China, reduce the impact of packaging products on the environment and human health in the process of production and use, improve environmental quality, solve the problem of white pollution, and promote enterprises to produce and use degradable or recyclable packaging products, Formulate this standard

this standard has partially modified and comprehensively modified the technical content of environmental labeling products technical requirements packaging products (HJBZ)

the main changes of this standard compared with the packaging products with technical requirements for environmental labeling products (HJBZ) are as follows:

-- the recycling mark of gb/t 16288 plastic packaging products is added to the normative references

-- the classification form of packaging products in direct contact with food and packaging products not in direct contact with food has been added to the classification

-- Requirements for materials used in packaging products in direct contact with food have been added to the technical content

-- Requirements for product labels have been added to the technical content

-- Requirements for product storage and transportation process have been added to the technical content

this standard is a recommended standard, which is applicable to the certification of environmental labeling products in China

this standard is proposed by the science and Technology Department of the State Environmental Protection Administration

this standard is drafted by the environmental development center of the State Environmental Protection Administration

this standard was approved by the State Environmental Protection Administration on November 22, 2005

this standard will be implemented from January 1st, 2006, and will replace the packaging products with technical requirements for environmental labeling products (HJBZ) from the date of implementation

this standard is interpreted by the State Environmental Protection Administration

the history of the standard replaced by this standard has increased by 8 percentage points over last year. The release of the second version is: -- HJBZ 12, especially the high-speed extrusion production line-1997, HJBZ

1 Scope

this standard stipulates the classification, definition, basic requirements, technical content and inspection methods of environmental labeling products of packaging products

this standard is applicable to replace non degradable plastic film, bag and box packaging products (except disposable catering containers)

the composite film packaging products in this standard classification are only applicable to paper plastic composite packaging products

2 normative references

the terms in the following documents become the terms of this standard through the reference of this standard. For dated references, all subsequent amendments (excluding Corrigendum) or revised versions of these documents are not applicable to this standard. However, parties to agreements based on this standard are encouraged to study whether the latest versions of these documents can be used. For undated references, the latest edition is applicable to this standard

3 product classification

products are divided into two categories according to their uses: packaging products in direct contact with food Packaging products not in contact with food

products are divided into the following three categories according to plastic substitution:

(1) substitute packaging products: including completely substitute packaging products and composite film packaging products

(2) packaging products that are easy to handle and recycle

(3) degradable packaging products: biodegradable packaging products, photodegradation packaging products, photo biodegradable packaging products

4 terms and definitions

the following terms and definitions apply to this standard

4.1 packaging products: the general name of containers, materials and auxiliary materials used according to certain technical methods in order to protect products, facilitate storage and promote sales during circulation

4.2 alternative packaging products: refers to packaging products made of plant fiber, animal fiber, starch, waste molasses and biodegradable synthetic polymer materials or water-soluble polymer materials with little or no plastic fiber in the products

4.3 composite film packaging products: refers to packaging products made by combining two or more films in products

4.4 Degradable Plastics: plastics whose chemical structure changes significantly under specific environmental conditions and whose material properties can be determined by standard test methods

4.5 biodegradable plastic packaging products: high molecular materials that maintain the same function as existing plastics in use, and can be decomposed into low molecular compounds for microorganisms in nature after use, and finally into inorganic substances such as water and carbon dioxide

4.6 photodegradable plastic packaging products: under the action of natural sunlight, the polymer as the main body of plastic can break its molecular chain orderly, resulting in its fragmentation and decomposition

4.7 light biodegradable packaging products: synthetic high molecular materials, due to the addition of photosensitizers or the promotion of biological oxidants, can not only be affected by natural sunlight to cause chemical structure changes (molecular weight reduction), material strength reduction, cracking and fragmentation, but also can be affected by microorganisms in nature to cause mildew and decay

4.8 packaging products that are easy to handle and recycle: refers to packaging products that will not produce any substances harmful to human health during the processing and recycling of products, and are easy to recycle and reuse

4 spring microcomputer force application system experimental machine the application of experimental force is automatically carried out through the spring force application structure and the microcomputer controlled stepper electromechanical system. The stepper electromechanical (30) transmits a pair of worm (28) and worm wheel (29) operating pairs with a reduction ratio of 80:1 through a pair of radial thrust ball bearings (31), (32). 4.9 degradation rate: under the specified test conditions, the mass percentage of carbon element converted into CO2 and the carbon content of the sample:

d = wco2 × 12/44 × 100%

wc2 = GC2/GC

where: D - degradation rate (%)

wco2 - cumulative amount of CO2 produced by degradation of unit weight sample (g/g)

gco2 - CO2 accumulation (g)

gc - mass of carbon element in the sample (g)

4.10 degradation tensile strength retention rate or degradation elongation at break retention rate:

f=f2/f1

where: F - degradation tensile strength retention rate or degradation elongation at break retention rate

f1 - tensile strength or elongation at break of the product before degradation test

f2 - tensile strength or elongation at break of the product after degradation test
